Is there any way to check that "recurring continuous" billing options have been cancelled on my Service Account?

Yes, a notification will be sent to the e-mail address registered to your Square Enix Account with the following subject line after completing the process:

You have successfully cancelled 'recurring continuous' billing options

After logging in to the Square Enix Account Management System and selecting PlayOnline/FFXI from "Check my Subscription", "Usage History" or "Service Selection", you will be able to view your current subscription details.
