Is it possible to play the game with other users who are on different platform?
No. Each platform can only play with users who are on the same platform. PlayStation 3 users can play with anyone on the Playstation Network, Xbox 360 users can play with anyone on the Xbox LIVE, and Windows users can play with anyone through Steam. There is no region restriction for multiplayer.
